Intervovernmental Council Meeting

The White County Intergovernmental Council met on September 7, 2000 in the Courtroom of the White County Courthouse. White County Judge Bob Parish called the meeting to order at 7:00 p.m.
Several Mayors from the following cities and towns in White County were present:
1. Searcy Mayor David Evans
2. Kensett Mayor Max McDonald
3. Westpoint Mayor David Hamilton
4. Higginson Mayor Carthel Phipps
5. Beebe Mayor Donald Ward
Also present were several city council members and Quorum Court members along with County Clerk Doug Faith, County Treasurer Waylon Heathscott and State Representative Russ Hunt.
The Council was presented a program by Mr. Roby Brock and Mr.David Morris that detailed proposed amendment 1 to the Arkansas Constitution. The amendment will allow counties and cities to borrow funds for short term finanacing for various capital expenditures. The amendment will be foted on in the 2000 November 7th General Election. The council was urged to support the measure because it assists the counties and cities in obtaining needed capital improvements for the short term.
The Council also discussed the proposed new Detention Center and the one cent sales tax on the general election ballot. Also discussed was a proposed White County ordinance that will limit current inmate population at the detention center to 91 people. The detention center now being used is overcrowded and the proposed detention center may not receive funds for construction.
The meeting was adjourned at 8:30 p.m.
