The Intergovernmental Council was called to order by Judge Bob Parish on December 15, 1997 at 6:30 p.m. in the Gerald Parish Courtroom of the White County Courthouse.
Those present were Judge Bob Parish, Charles Buice, David Hamilton, Jim Barnett, Earl Strickland, Jim Burkett, Carlotta Pyle, David Evans, Vernon Shourd, J.C. Safley, Bill Holt, Clay Jones, Marvin Fisher, Bud Osborn, David Freppon, and Doug Faith.
Judge Parish addressed the council concerning the problems with trash throughout the county. Judge Parish encouraged everyone to help with the trash pick-up in their areas.
Judge Parish gave everyone an opportunity to discuss problems in each of their areas. Those speaking included:
1. David Hamilton, Mayor of West Point, spoke concerning
the problem of the Trash Trucks not having a tarp over their trucks and losing trash along the roadways.
2. Charles Buice, Mayor of Judsonia, spoke concerning Gravel
Roads in his area, including Thomas Street.
3. Hershel Barnett spoke concerning lack of information
4. David Evans, Mayor of Searcy spoke concerning equipment.
Mayor Evans reported that the road standards were good. He also added that Developers should put in roads and asked about a County-wide Tarp Ordinance.
5. Jess Odom discussed the continuing problem of
overcrowding at the White County Detention Center. The only suggested solutions would be to build a new jail, have a Surety Bond, Appearance Bond, or have a work program for the inmates with appropriate monitoring.
