          BE IT ENACTED BY THE QUORUM COURT OF THE COUNTY OF
WHITE, STATE OF ARKANSAS, AN ORDINANCE TO BE ENTITLED " AN
ORDINANCE TO CREATE THE WHITE COUNTY 911 EMERGENCY SERVICES
SYSTEM ADMINISTRATIVE BOARD, AND FOR OTHER PURPOSES."

          WHEREAS, the citizens of White County, Arkansas, in accordance with Act 683 of 1985, authorized by majority vote on November 8, 1989, the creation of the White County 911 Emergency Services System, and

          WHEREAS, it has been determined by the Quorum Court of White County, that it is in the best interests of the citizens of White County to form an administrative board to be known as the "White County 911 Emergency Services System Administrative Board" to administer the White County 911 Emergency Services System.

          NOW THEREFORE, BE IT ENACTED by the Quorum Court of White County, Arkansas:

          SECTION 1. Pursuant to Arkansas Code Annotated 14-14-705 through 14-14- 707 the Quorum Court of White County, Arkansas hereby establishes an administrative board to be known as the "White County 911 Emergency Services System Administrative Board" hereinafter to be referred to as the "Board".

          SECTION 2. The Board is hereby granted all rights and powers authorized by Arkansas Code Annotated 14-14- 705- 707 for the purpose of administering and managing the White County 911 Emergency Services System. Such specific duties shall include, but not be limited to, the following:
          (A) expending funds generated by the 911 service charge and appropriated by the Quorum Court;
          (B) developing a County-wide addressing and mapping system including emergency services boundaries in conjunction with 911 requirements;
          (C) establishing uniform standard operating procedures to be used at Public Safety Answering Points (PSAP);
          (D) developing training programs and procedures for all dispatchers;
          (E) recommending staffing requirements for PSAP's;
          (F) reporting annually to the Quorum Court;
          (G) presenting an annual budget to the Quorum Court;
          (H) and other actions and business consistent with law as necessary to accomplish the purposes of this Ordinance.        
          SECTION 3. The Board is not established as the operating agency for the White County 911 Emergency Services System as required by Arkansas Code Annotated 12-10-303.

          SECTION 4. Each Board member will be selected as resident to specified geographical districts within White County, Arkansas. Those districts and their boundaries are described as follows:
          District 1 -City limits of Searcy, Arkansas, which includes all of JP Districts 12 and 13.
          District 2 -JP District 10 (less city limits of Searcy) and JP Districts 4 and 3.
          District 3 -JP District 9 (less city limits of Searcy) and JP Districts 2 and 1.
          District 4- JP Districts 8, 7 and 5.
          District 5 -JP District 11 (less city limits of Searcy) and JP District 6.

          SECTION 5. If any provision of this ordinance or the application thereof to any person or circumstance is held to be invalid, such invalidity shall not affect other provisions or application of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are declared severable.

          SECTION 6. All ordinances or parts thereof in conflict herewith are hereby repealed to the extent of such conflict.
